The other character, the Prefect, is oppressed by a persecution complex which causes him to believe he is the target of conspiracies, machinations, surveillance, traps and shadowing.
He feels he is being spied on, everything is against him, everyone is watching him from windows, from shops, from bars; wherever he goes, wherever he stops, there’s always someone behind his back watching his every move.
Deeply disappointed by the behavior of his superiors who had promised him a promotion and the directorship of the prefecture, he was unable to bear the deceit and it makes him lose his mind.
