The second Venice Film Festival is held two years later, from the 1^st to the 20^th of August. Initially the festival was inextricably linked to the Venice Biennale, and had the same schedules. However, there is an important change after the first film festival: the second is a competitive event. There are 19 countries with at least one representative each, over 300 accredited journalists at the screenings.

The Mussolini Cup for the best foreign and the best Italian film is instituted, however there is no real jury as of yet. The Biennale presidency, after consulting some experts and taking into account the public’s opinion, in accordance with the  Cinematografia Educativa of Luciano de Feo, the director of the film festival, decrees the prize winners.
